IPOA Probes Death During Public Order Operation In Vihiga


The Independent Policing Oversight Authority (IPOA) has launched investigations into a fatality recorded during a police operation in Luanda Township, Vihiga County, on April 3, 2026.

In a statement issued by Vice Chairperson Ann Wanjiku Mwangi, the Authority said it had been monitoring an operation conducted by officers from Luanda Police Station following a surge in motorcycle theft and related crimes in the area.

During the crackdown, police impounded 20 motorcycles for verification.

However, at around 2:00 p.m., tensions escalated as residents staged protests within Luanda Township, barricading the busy Kisumu–Busia highway and disrupting transport.

Some protesters reportedly harassed motorists, while others attempted to storm the police station to reclaim the seized motorcycles.

The situation deteriorated into public disorder, with incidents of looting reported from nearby premises.

olice reinforcements from Sabatia, Vihiga, and Emuhaya sub-counties were deployed to contain the unrest.

According to IPOA monitors, one person died during the chaos, five suspected protesters were arrested, and seven police officers sustained injuries.

IPOA said it has commenced investigations under its statutory mandate to establish the circumstances surrounding the death and injuries, including whether the use of force by police was justified and in line with public order management protocols.

The Authority urged members of the public to use lawful channels when engaging with police to prevent escalation of tensions.

It also called on the National Police Service to uphold constitutional rights, including the right to peaceful assembly, while maintaining law and order.

IPOA extended condolences to the family of the deceased and wished a quick recovery to all those injured, including the affected officers, reaffirming its commitment to independent and impartial investigations.
