African leaders agreed to return the Internally Displaced People and Congolese from Rwanda to DRC in a Mini-Summit held in Addis Ababa on February 17, 2023.
This follows the peace-making process in Eastern DRC.
The mini-summit was attended by Joao Manuela the president of DRC and Mediator mandated by the Assembly of African Union, President of East African Community Evariste Ndayishimiye, Rwandan President Paul Kagame, Samia Suluhu, president of Tanzania and William Ruto president of Kenya among other leaders.
The leaders agreed to fully deploy the EAC Regional Force and expedite the implementation of its mandate.
Contentment and disbarment of M23 on Congolese territory under the control of the DRC authorities, the Regional Force, and the Ad-hoc verification mechanism, with the collaboration of MONUSCO, was suggested.
Additionally, the leaders agreed to impose cessation of hostilities, particularly the M23 attacks against the FARDC and MONUSCO.
Further, leaders made a follow-up on the implementation of the matters discussed at Luanda Min-Summit on November 23, and the one held in the United States on December 2022.
“The Mini-Summit reiterated the need for the implementation of the Joint Plan for the Resolution of the Security Crisis in Eastern DRC, as the main instrument for the de-escalation and the normalization of political-diplomatic relations between the DRC and Rwanda,” the statement from the Mini-Summit read.
