Migori County Assembly Speaker Charles Likowa has been removed from his position following an impeachment vote by Members of the County Assembly (MCAs) due to alleged mismanagement of the Assembly’s affairs.
On Tuesday, during the afternoon session, the impeachment motion received overwhelming support, with 59 out of 60 MCAs voting in favor of removing the Speaker from his role.
The MCAs who supported the motion claimed that the Speaker had demonstrated poor management and a lack of accountability regarding the Assembly’s finances.
Majority Leader Ken Ouma, who led the impeachment, explained that MCAs had not received their committee allowances for an extended period.
He criticized Likowa for not providing a clear explanation, describing this as a lack of respect for the Assembly’s members.
Ouma mentioned that the Speaker’s failure to manage the County Assembly efficiently had severely impacted the Assembly’s operations.
Additionally, North Kamagambo MCA Collins Osewe noted that since December, no House Assembly committees had been convened, which significantly hampered the Assembly’s ability to fulfill its duties as expected.
“The Speaker has not been looking into the welfare of our members, and it was crucial for the MCAs to reconsider and re-evaluate the way forward,” remarked Osewe.
After the impeachment, Migori Deputy Speaker and Bukira East MCA Mathews Chacha took over as interim Speaker. He stated that he would collaborate with all MCAs to address the issues that had plagued the Assembly.
Likowa’s impeachment comes at a time when he has been dealing with legal challenges surrounding his election as the Speaker of the Migori County Assembly.
In February 2023, activist Isaac Aluochier, who had lost the Migori County Assembly Speaker election, contested Charles Owino Likowa’s victory in court.
High Court Judge Roseline Wendoh ruled that the election was invalid due to legal irregularities and ordered re-election within 21 days.
However, Likowa’s lawyer filed for a stay order to delay the process, allowing for an appeal.
