President William Ruto is set to officially launch the Strategic Framework for Implementing Reforms within the National Police Service, Kenya Prisons Service, and National Youth Service on Wednesday at the Kenya School of Government in Nairobi.
The event will be attended by high-ranking government and security officials.
This initiative follows a set of recommendations delivered to President Ruto by a task force, led by former Chief Justice David Maraga, in November 2023.
The recommendations aim to improve the welfare of security personnel across the country.
They focus on enhancing logistics, mobility, and equipment for the National Police Service, Prisons Service, and National Youth Service to streamline their operations and service delivery.
The report highlights critical issues, including political interference in the National Police Service, corruption in recruitment and promotions,
Deficiencies in police training programs, an under-resourced National Police Service Commission, and challenges related to the Internal Affairs Unit within the police force.
The launch also comes on the heels of the recent appointment of members to a Technical Committee responsible for overseeing the implementation of these security reforms.
Chaired by Kepha Onyiso, with Musita Anyangu as deputy, the committee includes representatives from the Office of the Attorney General and the Kenya Law Reform Commission, among others.
The gazette notice outlined the formation of this Technical Committee, which will focus on reviewing and developing legislative and policy reforms for both the National Police Service and the National Youth Service.
The committee’s mandate includes analyzing proposed reforms, drafting relevant legislation for the Attorney General’s consideration, and making policy recommendations.
The Ministry of Interior has indicated that approximately Sh108 billion will be needed over the next four years (2024-2028) to successfully implement these reforms.
