This is because there is competition between Russia and Western countries to make this kind of technology better.
This news comes from a document published by the Kremlin on Thursday.
Last year, people got very interested in AI bots that can make things like humans.
This happened after a chatbot called ChatGPT, made in the US, showed that it could talk like a human.
This made Russia want to make its own AI technology.
In the document, Putin tells the government to do things to help AI research.
This includes giving money every year from the government’s budget.
This money will be used to make machine learning better and to make big language models like the one made by OpenAI’s ChatGPT.
The document also says that companies owned by the government should make AI technology faster.
It also tells the government to help Russian companies make supercomputers by giving them some benefits.
Putin has said many times that he wants Russia to be in control of its own technology.
This is because Western countries have put sanctions on Russia because of the problems in Ukraine.
These sanctions have stopped Moscow from getting important computer parts like semiconductors.
In April, Russia’s biggest bank, Sber, said it made its own AI app called “Gigachat.”
However, this app is still being tested and is not available to everyone.
When ChatGPT did well, other tech companies and investors wanted to make their own AI chatbots.
Google quickly made its own chatbot, and investors gave money to lots of AI projects.
