The Ethics and Anti-Corruption Commission (EACC) arrested a senior official from the Independent Electoral and Boundaries Commission (IEBC) on charges of allegedly forging academic certificates.
The official reportedly used the forged documents to secure a position at the IEBC on April 4, 2012.
EACC Spokesperson Eric Ngumbi confirmed that the arrest took place at the official’s residence in Nairobi West, after which she was taken to the EACC Integrity Centre Police Station for processing.
Ngumbi stated that the officer will appear in the Milimani Anti-Corruption Court later on Monday.
According to the investigation, the official allegedly forged a Master of Arts degree in Population Studies, claiming it had been awarded by the University of Nairobi on May 9, 2004.
The forged degree was then used to secure promotions within IEBC, leading to a cumulative earnings of over Sh37 million in salary and benefits an amount the EACC considers fraudulent acquisition of public property.
The EACC spokesperson added that the arrest followed the Director of Public Prosecutions’ (DPP) agreement with the EACC’s recommendation to charge the suspect with forgery, under Section 345 as read with Section 349 of the Penal Code, and for presenting false documents, under Section 353 of the Penal Code.
Ngumbi also mentioned that, beyond the criminal charges, the EACC plans to initiate civil proceedings to recover the Sh37 million in salary and benefits that the official allegedly gained based on these forged qualifications.
