The National Construction Authority (NCA) has appointed Susan C. Rutto as Acting Executive Director and Registrar of Contractors, following a leadership transition at the regulator.
Rutto, who will also serve as Secretary to the NCA Board, took up the acting position on September 4, 2026, according to a statement from the authority.
She is substantively the NCA’s General Manager in charge of Registration and Accreditation, a position she has held since June 2020. She previously served as Manager of Registration and Compliance from December 2013.
Rutto is among the authority’s founding staff and played a key role in establishing its contractor registration function, including developing evaluation criteria and initiating the contractor registration process.
She brings more than 20 years of professional experience in the construction industry, having worked in both the private and public sectors.
Before joining the NCA, Rutto worked at the then Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works, in the State Department of Public Works, where she rose to become a Superintending Quantity Surveyor.
She holds a Master of Business Administration degree from the Management University of Africa and a Bachelor of Arts degree in Building Economics and Management from the University of Nairobi.
Rutto is a registered quantity surveyor with the Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS), a licensed lead expert in Environmental Impact Assessment and a corporate member of the Institute of Quantity Surveyors of Kenya.
NCA Board Chairperson Mercy Okiro said the board was confident that Rutto’s institutional knowledge, leadership experience and understanding of the construction industry would provide continuity and strategic direction during the transition.
The NCA regulates and oversees the construction industry in Kenya, including the registration and compliance of contractors.
