The budget estimate presented by the Comptroller of the House, Katoo Ole Metito, has stirred controversy over government spending, particularly at a time when Kenyans are expressing frustration with the persistent tax burden outlined in the 2024 Finance Bill.
According to the estimates revealed, a staggering sh. 11.5 billion of taxpayers’ income is earmarked for 13 projects, including the renovation of government houses and palaces situated across various regions of the country.
Among these projects is the renovation of buildings within the Nairobi Palace, projected to cost sh. 1.7 billion over the next three years.
The proposed allocation for the 2024/2025 budget estimate is sh. 250 million, with an additional sh. 433 million designated for the purchase of machinery, equipment, and special tools.
Further allocations include sh. 655 million for ICT networks and communication equipment in Nairobi, sh. 3 billion for construction and civil works, sh. 926 million for renovations at the Eldoret State Lodge, sh. 388 million for the Sagana State Lodge, and sh. 1.3 billion for the 2nd phase renovation of the courtyard and main house at the State House in Mombasa.
Additionally, funds amounting to sh. 1.1 billion, sh. 245 million, and sh. 265 million are allocated for the renovation of buildings at the Nakuru State House, Kisumu State Lodge, and Kakamega State Lodges, respectively.
The Kisii State Lodge renovation is estimated at sh. 795 million, with sh. 428 million designated for the mechanical workshop and sh. 45 million for the renovation of the Mtito Andei State Lodge, bringing the total estimated cost to sh. 11.5 billion.
Concerns were raised by Members of Parliament regarding the “Above Ordinary” expenditure, which encompasses worker salaries totaling sh. 7.9 billion.
The total budget allocation for the White House in the 2024/2025 Financial Year is reported to be sh. 9.4 billion, further fueling criticism over what some perceive as excessive government spending amidst public outcry over taxation issues.
