Officials are investigating an incident in which a shopkeeper was shot dead in his shop in an attack by a gunman in Takaba, Mandera County.
The area is near the Kenya-Somalia border which is usually breached by al-Shabaab militants.
The incident happened on July 4 at night, police said adding no arrest has been made so far.
The body of Bashit Adow, 21 was found in his shop with a bullet wound in the head.
Witnesses said he was with other locals at the shop when a lone gunman carrying an AK47 rifle arrived and ordered all those present to lie down.
The gunman then went and targeted Adow shooting him in the head at close range.
The witnesses told police the man spoke in Somali language.
And after the shooting, he walked away without stealing anything.
Police arrived at the scene and found the body lying with a bullet injury, which had exited on the right side below the ear.

The motive of the attack is still unknown.
Police suspect the attacker was a member of the al Shabaab terror group which roams the area.
Security agencies have intensified operations in the area to deal with the menace.
The terror group has increased attacks in Kenya in a renewed trend that has left more than 30 people dead in the past month alone near the Kenya-Somalia border.
Somalia has not had a stable government after the fall of Siad Barre in 1991.
Kenyan troops are in Somalia under African Union Transition Mission in Somalia (ATMIS) to help in fighting the al-Shabaab terror group.
KDF went to Somalia in October 2011.
There are plans to withdraw the troops from the area and let Somalia take over.
