The Independent Electoral and Boundaries Commission (IEBC) has named Ruth Kulundu as its Acting Chief Executive Officer and Commission Secretary, succeeding Moses Ledama Sunkuli whose six-month stint in the role came to an end on August 4.
In an internal memo dated August 4, IEBC Chairperson Erastus Ethekon announced that Kulundu’s appointment takes effect from August 5.
She will serve in the acting capacity for up to two months or until the commission completes the recruitment and appointment of a substantive CEO and Commission Secretary, whichever occurs first.
Ethekon called on all IEBC staff to support Kulundu during the transition, saying their cooperation would be key to ensuring the commission’s operations continue without disruption.
The appointment comes as the electoral agency moves to fill the CEO position permanently ahead of preparations for the 2027 General Election.
Kulundu’s appointment is expected to provide administrative continuity while the recruitment process is underway.

The IEBC chairperson also expressed appreciation to Sunkuli for his service during the six months he served as Acting CEO and Commission Secretary.
Sunkuli assumed the role earlier this year following the departure of former IEBC CEO Marjan Hussein Marjan, with his acting tenure officially ending on August 4.
The leadership transition comes at a crucial time as the commission intensifies preparations for the 2027 General Election. Among the key activities lined up are voter registration, electoral technology readiness, boundary review processes and engagement with political parties and other stakeholders.
The recruitment of a substantive CEO and Commission Secretary is expected to play a significant role in strengthening the commission’s secretariat ahead of the polls.
Kulundu will oversee the commission’s day-to-day operations during the interim period until a permanent office holder is appointed or the two-month acting term lapses.
