A senior official from the Independent Electoral and Boundaries Commission (IEBC), Caroline Sabiri Manyange, faced charges on Monday at the Nairobi Anti-Corruption Court for allegedly forging a master’s degree certificate.
The court heard that Manyange created a fraudulent Master of Arts (Population Studies) degree certificate, intending to mislead others by claiming it was an authentic document issued by the University of Nairobi during a graduation ceremony on May 9, 2004.
The Office of the Director of Public Prosecutions (ODPP) indicated that Manyange is also confronting four additional charges related to presenting false documents, in violation of Section 353 of the Penal Code.
She has further been accused of providing false information to a public servant, contrary to Section 129(A) of the Penal Code.
During the proceedings, prosecuting counsel Victor Onyiego informed the court that on April 4, 2021, at IEBC headquarters in Nairobi,
Manyange allegedly submitted the forged Master of Arts certificate to the Human Resources and Administration Committee during a suitability assessment for the position of Manager,
Delimitation of Boundaries, falsely representing it as a genuine document from the University of Nairobi.
Additionally, the ODPP noted that on May 6, 2024, she reported the loss of her university certificate to the Officer in Charge of the Nyayo Police Post, providing false information.
The day before, she reportedly misled the Deputy Registrar of Examinations at the University of Nairobi by claiming in her application for a replacement certificate that she obtained a master’s degree in Population Studies in 2003 from the institution.
Manyange pleaded not guilty to all charges before Principal Magistrate Isabellah Barasa.
She was granted bail set at sh 200,000 or an alternative bond of sh 1 million. The case is set to be mentioned on October 28 for pre-trial proceedings.
