James Mworia Appointed Founding CEO of National Infrastructure Fund

The National Infrastructure Fund (NIF) Board has appointed James Mworia as the institution’s founding Chief Executive Officer, effective September 7, 2026.

In a statement issued on Monday, the board said Mworia emerged successful following a competitive recruitment process.

The board expressed confidence that his experience in building institutions, mobilising capital and taking investments to market would help position the NIF as a key player in financing major infrastructure projects.

According to the board, Mworia will be responsible for establishing the NIF as a credible national investment institution while developing infrastructure enterprises capable of delivering its mandate.

His immediate responsibilities will include setting up the fund’s organisational structure, recruiting personnel, establishing systems and developing its institutional culture.

He will also oversee the implementation of governance, investment and risk-management frameworks, develop a pipeline of viable infrastructure projects, attract co-investment capital and advance priority projects through appraisal, structuring and execution.

Mworia brings more than 25 years of experience in investment management, enterprise development and capital allocation to the position.

He has been serving as Group Chief Executive Officer and Managing Director of Centum Investment Company. He has also previously served on the boards of the Nairobi Securities Exchange and the Central Depository and Settlement Corporation.

The NIF board said his experience working with both local and international capital providers would be instrumental in attracting long-term investment into Kenya and developing infrastructure enterprises.

Mworia holds a Bachelor of Laws degree from the University of Nairobi and is an Advocate of the High Court of Kenya.

He is also a Certified Public Accountant, Chartered Global Management Accountant and CFA charterholder. He is a member of the Law Society of Kenya, the Institute of Certified Public Accountants of Kenya, the Chartered Institute of Management Accountants and the CFA Institute.

The appointment follows the establishment of the National Infrastructure Fund after President William Ruto signed the NIF Bill 2026 into law on March 9.

The fund seeks to mobilise up to Ksh5 trillion to transform infrastructure financing from a debt-dependent model towards a sustainable, investment-driven approach.

Under the NIF Act, the fund will finance major infrastructure projects, including national highways, expressways, railways, seaports and airports.

On April 1, President Ruto appointed Treasury Cabinet Secretary John Mbadi as Chairperson of the National Infrastructure Fund Governing Council.
