Constituency offices are set to become official venues for public participation exercises, according to National Assembly Clerk Samuel Njoroge.
This announcement was made during a retreat for Members of Parliament in Naivasha, where strategies to implement this initiative were discussed.
Njoroge emphasized that using constituency offices would enhance the effectiveness of public participation and ensure compliance with established regulations.
“This move is aimed at making public engagement more accessible and structured,” he said.
National Assembly Speaker Moses Wetang’ula, who presided over the retreat, highlighted the importance of streamlining the public participation process, particularly with the upcoming Public Participation Bill.
He urged MPs to prioritize the swift enactment of this legislation, stating, “The proposed Bill, currently with the Attorney General, will address existing gaps that have led to confusion in the judiciary regarding public participation issues.”
The decision to utilize constituency offices was well-received by MPs, who noted its potential benefits, including job creation as personnel will be needed to manage the process.
Emuhaya MP Omboko Milemba, a member of the Speaker’s panel, remarked, “This initiative will provide employment opportunities for our constituents, and our focus should be on refining the legislative process.”
Njoroge also advised members to ensure that all equipment in rented constituency offices is insured, to safeguard against potential damage from incidents such as protests or fires.
“It is crucial that members take this seriously, especially given past experiences where the Parliamentary Service Commission did not cover significant repair costs due to damages from protests.
Insurance will be vital for safeguarding constituency office equipment,” he stated.
In terms of legislative progress, Njoroge reported that 17 Bills have been passed, with eight signed into law, three awaiting assent, six sent to the Senate, and eight currently in mediation.
He urged legislators to expedite the processing of pending Bills.
