Senate Speaker Orders Arrest Of Governor Guyo For Repeated Non-Attendance

Senate Speaker Amason Kingi has instructed Inspector General of Police Douglas Kanja to arrest and bring Governor Abdi Ibrahim Guyo before the Senate.

This decision follows Governor Guyo’s consistent failure to attend Senate committee meetings despite being summoned.

Speaker Kingi emphasized that governors are required to appear before the Senate committees as part of their duties, not as a favor.

“The Senate issued summons for the governor to appear, but he has repeatedly ignored them. I am directing the Inspector General to act urgently to ensure his appearance at a specified date and time,” Kingi stated.

He further expressed that the defiance shown by the Isiolo governor regarding committee summons cannot continue unchecked.

“The Inspector General must provide the necessary support to the committees under Article 245 (2)(b) of the Constitution to facilitate the governor’s attendance,” he added.

Kingi also warned that if judicial action becomes necessary, the Senate would pursue it vigorously.

In addition, the Speaker suggested that senators could consider filing a censure motion against the governor as a way to address his ongoing absences.

“Senators from Isiolo and others can utilize the legislative tools available, including censure motions, to address the governor’s disregard for his responsibilities,” he noted.

Senator Enoch Wambua previously called for the governor’s arrest during a session on October 15, arguing that it would serve as a deterrent to other governors who fail to comply with Senate requests.

“We need to ensure that the Governor of Isiolo is physically brought before the Senate, as an example to other wayward governors,” Wambua asserted.

Similarly, Lamu Senator Joseph Githuku and nominated Senator Tabitha Mutinda voiced their frustrations, citing multiple invitations sent to Governor Guyo, who prioritized other commitments over his responsibilities to the Senate.
