The Ethics and Anti-Corruption Commission (EACC) has launched a major investigation into five senior government officials accused of embezzling KSh 3.8 billion from the State Department for Sports. The probe, which spans several counties, follows what the agency describes as a complex web of collusion and procurement fraud.
Search operations were carried out on Wednesday, November 5, across Nairobi, Nanyuki, Machakos, Kiambu, and Nyeri, as investigators moved to seize evidence linked to the suspected looting.
Those under investigation include Caroline Muthoni Kariuki, Senior Assistant Commissioner of Sports; Otis Mutwiri Nturibi, Deputy Accountant General at the Ministry of ASALs and Regional Development; David Muasya Musau, Accountant at the State Department for Sports; Dickson Kibunyi Mahia, Director of Turkenya Tours & Safaris Limited and Afromerch Travel Kenya Limited; and Maureen Wangui Wambugu, Director of Smart Flows Travel Limited.
According to EACC, the suspects allegedly diverted the funds between the 2020/2021 and 2025/2026 financial years, disguising the proceeds through investments in government securities, luxury vehicles, and prime real estate.

Preliminary findings revealed KSh 5.46 million in cash had already been seized, alongside proof that KSh 597 million was channelled into government bonds. Investigators also identified 13 motor vehicles, 28 parcels of land, and 37 bank accounts connected to the suspects. These assets are now under forensic examination to determine the full extent of illicit gains.
All five suspects were taken to EACC headquarters at Integrity Centre in Nairobi for questioning and to record statements. The commission confirmed that once investigations conclude, the findings will guide prosecutions and recovery of assets deemed to be proceeds of corruption.
The case marks one of the most significant anti-graft operations in recent months, reflecting EACC’s stepped-up efforts to reclaim stolen public funds and dismantle entrenched corruption networks.
