Why PS Ngero Was Forced Out Of Office

Correctional Services Principal Secretary Esther Ngero was out of office by President William Ruto over a number of claims at her former workstation.

Even though State House said Tuesday she resigned, sources said she was sacked.

This is after Ruto was informed it was difficult to work with her.

And it emerged she had not reported to work for almost a week after being moved from the State Department for Performance Management and Delivery Services in the Office of the Prime Cabinet Secretary under Musalia Mudavadi.

It emerged Ngero had weeks ago fought with an accounting officer at Mudavadi’s office over the manner she was handling issues there.

At Mudavadi office, she headed State Department for Performance and Delivery Management while Aurelia Rono headed State Department for Parliamentary Affairs.

To mange them, an accounting officer was appointed and placed there. It is the accounting officer Ngero is said to have fought after they differed on some issues internally.

The matter was escalated to Mudavadi end later to Ruto which prompted her transfer last week.

Other sources said she was angry and claimed she had bought her way to the office and should not be mistreated by anyone. This reached the president who was also angered.

And since she was moved she had apparently not reported. This forced the president to sack her.

“She was sacked but to look more humane, a statement was released to show she resigned,” said a source aware.

In a statement shared by Head of Public Service Felix Kosgei, Ngero resigned due to personal reasons.

“His Excellency the President has received and accepted with regret the resignation of Ms Esther Ngero, Principal Secretary for Correctional Services, who is leaving the office for personal reasons,” reads the statement.

According to Koskei, Ngero had been instrumental in establishing the institutional framework to support the implementation of Public Service Performance Management and Monitoring for Ministries, State Departments, and State Agencies (MDAs).

Ngero joined the ranks of Principal Secretaries in December 2022 after an almost two-decades career in the petroleum sector.

She has held the position for just five months.

Last week, Ruto reassigned seven PSs in a reshuffle following the sacking of Public Health Principal Secretary Josephine Mburu over allegation of impropriety within the Kenya Medical Supplies Authority (KEMSA)

The changes come after a Cabinet meeting on Tuesday where he emphasised on the need of integrity and vigilance within Government ministries and departments.

“He issued a stern warning against corruption and wastage in the provision of services to the people. The President asked the Cabinet to honour their responsibility to the Constitution and the people. He said corruption and wastage of resources will not be tolerated,” a dispatch from Cabinet said.

Further, the Cabinet office said, the meeting agreed to ensure the prudent utilisation of public resources.
