A motion to impeach Governor Kawira Mwangaza has been introduced at the Meru County Assembly.
The motion, presented by Zipporah Kinya, a nominated member and the Deputy Majority Leader, accuses the governor of abuse of office, and misappropriation and misuse of county resources.
Governor Mwangaza, who is serving her first term and has already survived two impeachment attempts, is alleged to have engaged in “discreditable acts” that violate both national and county laws, according to Kinya.
“The discreditable acts have exposed the Office of the Governor, the Office of the Deputy Governor, the Assembly and its leadership and the people of Meru County to national shame, scandal, embarrassment, ridicule and disgrace,” reads the notice of motion.
Among the accusations, Governor Mwangaza is criticized for failing to appoint chairpersons for various boards, such as the Meru County Revenue Board and the Meru Microfinance Corporation.
She is also accused of unlawfully revoking Virginia Miriti’s appointment as the county secretary without the required vote from at least 75 percent of the Meru MCAs.
Other charges include the improper payment of emergency call allowances to 161 doctors and medical officers, which resulted in an excess payment of Sh. 74.3 million, and using a manual payroll system to pay personnel emoluments totaling Sh. 102.9 million.
Additionally, she is alleged to have employed “a bloated workforce of at least 111 personal staff” in her office, significantly increasing the wage bill by over Sh. 500 million.
Further accusations include paying a staff member his full salary and benefits while he was in remand over a murder case.
The Deputy Majority Leader asserts that reconciliation efforts have failed, and Mwangaza’s continued presence in office has “persistently undermined effective and efficient service delivery and gravely hurt the interests of the people of the county.”
In November, Mwangaza survived her second impeachment attempt when a majority of the 47 senators did not support any of the seven charges brought against her by the Meru County Assembly.
The charges included misappropriation of county resources, nepotism, unethical practices, bullying and vilifying other leaders, and overstepping her statutory powers.
She was also accused of contempt of court, illegally naming a public road after her husband, and showing contempt for the Meru County Assembly.
Mwangaza’s first impeachment attempt occurred in December 2022, but an 11-member Senate committee concluded that all charges against her were unproven.
