NTSA to Replace Paper Logbooks with Digital eLogbook System


The National Transport and Safety Authority (NTSA) has unveiled plans to introduce an electronic motor vehicle registration certificate, signalling the gradual end of the traditional paper logbook system.

In a public notice issued by the Authority, NTSA said the transition to the digital eLogbook forms part of its wider push towards delivering faster, paperless, and citizen-focused services.

According to the Authority, the new digital registration certificate will offer greater convenience and enhanced security compared to the current physical logbook.

“The Authority is pleased to announce plans to replace the current paper-based Certificate of Registration (Logbook) with a secure and convenient digital version,” NTSA stated, describing the move as a key milestone in modernising service delivery.

eLogbook to Cover All Vehicle Transactions

NTSA confirmed that the eLogbook system will be integrated into all key motor vehicle registration services, including:

  • New vehicle registration
  • Transfer of ownership
  • Change of vehicle particulars
  • Inspection-related amendments
  • Other vehicle registration transactions

Motorists will be able to access, verify, download, and view their digital logbooks anytime through the eCitizen platform.

Benefits of the New Digital System

The Authority says the shift to electronic logbooks is expected to significantly streamline service delivery and reduce bureaucratic delays.

Among the highlighted advantages are:

  • Faster processing times
  • Reduced cases of forgery and document tampering
  • Improved protection against loss of logbooks
  • Easier online verification for vehicle owners, insurers, and stakeholders
  • Better real-time data management for enforcement and road safety monitoring

NTSA also noted that service delivery timelines, which currently range between three and seven days, could in some instances become instant or be completed within the same day once the new system is fully operational.

The Authority further argued that the digitised records would strengthen traffic enforcement, insurance verification, and broader road safety initiatives through accurate and accessible real-time information.

NTSA to Hold Virtual Sensitisation Sessions

Ahead of the official rollout, NTSA will conduct a series of virtual training and awareness sessions to familiarise stakeholders with the upgraded eCitizen processes.

The sensitisation schedule is as follows:

  • May 25, 9:00 a.m.
    Vehicle assemblers, builders, motor vehicle dealers, and motorcycle dealers
  • May 26, 9:00 a.m.
    Financial institutions
  • May 27, 9:00 a.m.
    Diplomatic community stakeholders
  • May 27, 2:00 p.m.
    Transport Network Companies, insurance firms, legal practitioners, driving schools, school transport operators, and PSV operators
  • May 28, 9:00 a.m.
    Ministries, county governments, state agencies, and investigative bodies
  • June 2 to June 4, 9:00 a.m. to 11:00 a.m.
    General public sessions

NTSA has urged all interested stakeholders to register through its official website ahead of the virtual sessions, with the registration deadline set for May 20, 2026.
