Under-fire governor Johnson Sakaja moved to reshuffle his administration, reassigning five County Chief Officers in a sweeping reshuffle aimed at regaining control of an increasingly pressured tenure.
The changes, effected Friday under Section 45(5) of the County Government Act 2012, come just weeks after Sakaja’s widely discussed political alignment with William Ruto—a move many analysts interpret as a strategic lifeline amid mounting criticism over service delivery in the capital.
At the centre of the reshuffle is Dr. Machel Waikenda, who exits his dual role in Mobility and acting ICT Infrastructure to take up a new posting in Lands and Agricultural Mobility. Replacing him in ICT Infrastructure is Cecilia Koigu, who has been moved from the Lands docket.
Engineer Bob Ariemba has been appointed to oversee Agricultural Works, while a notable swap has been executed in the social sectors: Dr. Irene Muchoki leaves Medical Services to head Gender and Inclusivity, as Mariam Dubow Dahir transitions in the opposite direction to take charge of Medical Services.
The shake-up underscores growing urgency within City Hall to address persistent service delivery gaps—long cited by residents as a key weakness of Sakaja’s administration. With pressure mounting, the reshuffle appears designed to inject fresh momentum, restore public confidence, and stabilize governance in the capital.
